Clem Srour is the leading expert on Canada’s Industrial and Technological Benefits (offsets) policy.

With 13 years of experience managing Industrial and Technological Benefits (ITB) programs as a senior official at Innovation, Science and Economic Development Canada, Clem is an expert in Canada’s ITB Policy.

During his tenure with the Government of Canada, Clem led the development and evaluation of the Value Proposition for the Future Fighter Capability project. He also managed and supported the ITB approach for several other defence procurements, including the Canadian Multi-Mission Aircraft project.

Since joining Tactix, Clem has been supporting clients across the value chain, including how firms can be positioned to meet ITB requirements and help ensure their success in the Canadian defence marketplace.

Clem has a Master’s degree in International Affairs from the Norman Paterson School of International Affairs at Carleton University.
